I thought Zoe would be an American when they administered the oath, but technically, it doesn't happen until we reach San Francisco, or first port of entry, and they process some paperwork. Zoe is a very little girl in between two big nations at the moment.
Bummer. Still, it was nice to take the oath with her.
The Consulate was a lot like the DMV, complete with the speaker that you can't understand calling each name. Then a very nice lady came out and explained everything, even calling out the kids that had recent birthdays. She said that the Consulate processes all the immigrations, 3000, this year, and 2000 of those are special needs kids. Also, they process 1/3 of all adoptions in the world.
Tip: Whatever you do, don't open the brown envelope. Apparently, its like Pandora's box, only worse. It contains red tape.
